계획개념은 '교감'으로 '자연', '포항', '시민'과의 교감을 주제로 접근하였다. 자연과의 교감은 양학공원과 연계된 자연 축을 살리고, 과거 대잠못의 흔적을 기억하는 시간의 정원을 조성함으로써 구현한다. 포항시와의 교감은 친환경적이며 스마트한 공간구성으로 Solar Gallery내 Green Atrium을 조성하고, 광장에는 태양광을 이용한 친환경에너지를 사용하여 미래의 비전을 담아낸다. 본청사와 복지동 사이에 완충공간으로 자연을 유입하여 야외 공연과 전시장으로 사용될 수 있도록 하며 신청사 전면가로를 24시간 개방하여, 다양한 만남과 이벤트로 시민과 교감할 수 있도록 하였다.

The major theme of the outdoor space of the city hall was “sharing feelings” between nature, Pohang and people. Communication with nature was realized by maintaining the natural axis that connects to Yanghak Park and creating a time garden that remembers traces of Daejam pond. Forming consensus with Pohang City is done through constructing an environmentally friendly and smart space by creating a green atrium within the solar gallery, and the vision of the future is portrayed by using environmentally friendly energy, like the solar energy, for the square. Also, the area built by creating nature in the buffer area between the main building and the welfare building is used for outdoor performances and exhibition space. The front street of the hall is open 24 hours to communicate with people by accommodating various events and gatherings.
